IBNA: The way of implementing political will and distribution of power on the place and space of a political entity or region known as political or governing system is the main subject of Dr Mohammad-Bagher Ghalibaf's book that mainly focuses on the role of local government systems. 

The book is organized in five chapters: Chapter One entitled as 'A study on the concepts of State, Government, and Sovereignty' deals with a general discussion of local government. Chapter two deals with organization and structure of local governments and the strategy of spatial distribution of power. Chapter three discusses decentralization and chapter four studies some experiences of local government in the world. 

In this book Mayor Ghalibaf discusses issues like the nature and function of local power, local power theories, and the structure of local power in its relation with the central government as well as its types, elements and problems. 

In order to widen the panorama of his studies, Ghalibaf also probes into the structure of local governments in Britain, the US, India, Russia, Turkey, France, Malaysia, and China. He also tries to answer to the question if any close relationship can be found between these two in such a way that centralization can be considered as a determining factor in political underdevelopment and show such a thing respecting the contemporary Iranian society in the period from Constitutional Revolution to the Islamic Revolution. Ghalibaf concludes that the political system of a vast country like Iran requires complicated managerial levels best manifested in a semi-centralized system. 

Mohammad-Bagher Ghalibaf's 'Local Government: the strategy of spatial distribution of political power in Iran' is converted into English by Pirooz Mojtahedzadeh and released by Ghoomes Publications in 224 pages.

The book is also converted into Araic by Najia Nisi and published by the same publisher in 342 pages.
