Currently Iran has a population of about 75 million with an average study space of 2 m2 for every 100. By the end of the fifth development plan the number will increase as many as 10 million.

Accordingly, by then the build areas for libraries should reach 3.4 million square meters so that the study spaces will have reached 4m2 for every 100 Iranian citizens.

Consistent with the global UNESCO and the Libecon scales, for Iran to be considered as one of the 15 highest-ranking countries in the world regarding the number of libraries, book reserves, and book lendings, as many as 6350 new libraries must be built in the country by 2025.

Moreover, for the country to improve in the region, some 27,000 new libraries should be launched in the period.

According to the managing director of Iran's public libraries, in 2006, 70 million people lived in Iran with 650,000 m2 library areas. In other works, less than one meter was available for every 100 Iranians.

Amir Hashem Ghavanlou added that based on the foundation's analyses, by the end of the present year in Iran the population will increase to the high of 75 million with 2 m2 of study spaces available for every 100 of them. "by the end of the fifth development plan, the population will reach 85 million which will need 3.4 million m2 of library spaces to reach the goal of 4 m2 for every 100 Iranians.

The year 2025 (end of the 1404 vision statement), more than 104 million people will be living in Iran. By that year, some 8.32 million m2 of library spaces should be procures for the population with as many as 242 million more books. To be considered as the best country in the region regarding libraries, Iran will need to add some 455 million books to its library reserves.

The main focus is construction of standard libraries for every 25,000 Iranians. Standard libraries will accept members from all walks of life with the aim of life-long improvement of knowledge level.

In 2006, there were 16 million books in the libraries of the country. In other words, there were only 0.21 for every one in Iran. To be ranked as one of the 15 counties for the best library services, the libraries in Iran should gain as many as 242 million books by 2025.
